print문의 오류

아래 프로그램에서 state2.txt 로 보면 state가 0,1,2,3 등으로 변하고 있는데
실제 state.txt에는 프린트가 되지 않습니다.
참고로 생성화일은 콜옵션 247.5로 돌린 것 입니다.

안녕하세요..예스스탁입니다.
print문이 문장의 블럭안에 있기 때문에 해당 조건을 만족할 경우만 값을 출력하기 때문에 출력이 안되는것 같습니다.
print문을 문장 맨 아래쪽에 작성하고 출력해 보시기 바랍니다.
